On Mary Major and International Relations & Diplomacy
Pursuant to the Lateran Treaty of 1929 between the Holy See and Italy, the St Mary Major Basilica is in Italy and not the Vatican City. However, the Holy See fully owns the basilica, & Italy is legally obliged to recognize its full ownership thereof & to concede to it "the immunity granted by international law to the headquarters of the diplomatic agents of foreign states". The complex of buildings therefore has a status somewhat similar to an embassy.
Additionally, The Holy See is recognized as a sovereign juridical entity under international law, meaning it has the right to enter into treaties and maintain diplomatic relations.... .. anyone saying popes should not engage in diplomacy is incorrect. Those who would like to visit the Pontiff - Pope Francis et all.. at St Mary Major should have the clearance to be able to do so... given the status of The Holy See and Vatican City.
If those who were unable to attend the funeral would like to go to the tomb of Pope Francis to pray etc, they are allowed to do so (is my understanding).
